CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into a first amendment to the 2019 Community Development Block Grant (“CDBG”) Program Duluth Energy Efficiency Grant Agreement (City Contract No. 23754), substantially in the form attached hereto as exhibit A, with Ecolibrium3 (“Eco3”), extending the term of the agreement to December 31, 2022.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize a first amendment to the agreement with Ecolibrium3 for the 2019 Duluth Energy Efficiency Program Project and extend the term to March 31, 2022. Council approved the existing contract on June 24, 2019 via resolution 19-0410R which provided a contract termination date of September 30, 2020. Pursuant to the terms of the agreement, the Manager of Planning and Development authorized an extension to December 31, 2020 upon request from Ecolibrium3. Additional term extensions require approval by city council.

The Duluth Energy Efficiency Program reduces energy poverty of residents and improves the health of Duluth’s housing stock by assisting low-to-moderate income families with energy efficiency improvements, including weatherization and healthy home improvements. Circumstances from the COVID-19 pandemic delayed project start dates, so extending the term of the contract to March 31, 2022 will provide Ecolibrium3 additional time to provide energy efficiency upgrades for property owners.
