CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to execute an agreement, substantially in the form attached as Exhibit A, with Frontier Energy, Inc. for professional services relating to increasing the capacity of Public Works and Utilities’ commercial and industrial energy conservation improvement program (C&I CIP) to help achieve the 1.0% energy savings required by the Minnesota Department of Commerce, Division of Energy Resources, for a total amount not to exceed $75,000.00, payable from fund no. 520-500-1940-2430-5487 (gas fund, public works and utilities, customer services, information and conservation, conservation improvement).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an agreement with Frontier Energy, Inc. (Frontier) to provide professional services to increase the capacity of the Commercial and Industrial Conservation program to provide more than the 20 annual natural gas C&I CIP assessments City Staff can do now.  By selecting the same company that conducts Minnesota Power's electrical portion of its commercial and industrial energy audits, the customer is able to have assessments of both natural gas and electrical use and have efficiency and conservation measures for both energy resources qualified for each utility’s conservation improvement program.

 

Frontier is a provider of energy management services for a variety of gas utilities and large industrial and commercial organizations.  Using this experience, Frontier can assist Public Works and Utilities by enhancing existing programs and developing new ones to meet the Division of Energy Resources mandate to reduce 1.0% of annual natural gas sales through conservation programs.
