CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to amend contract L30428 with Emmons and Olivier Resources, Inc. for the development of the Duluth Natural Resources Management Program Plan, for an additional amount of $10,000, and a new total amount not to exceed $133,144, in the form substantially attached as Exhibit A, payable from 205-130-1220-5441-CM205-SLRNA-PHASE2 (Parks Fund, Community Resources, Park Capital, Other Services and Charges, Capital Maintenance Fund 205, St. Louis River Natural Area, Phase 2).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to contract L30428 with Emmons and Olivier Resources for additional professional services to develop a city-wide Natural Resources Management Program Plan paid for by a grant from the US Environmental Protection Agency Great Lakes Restoration Initiative (USEPA GLRI) along with city funds established for this work. The increase will cover final developments of a capital improvement plan and summary report. The City of Duluth will pay for all of the $10,000 contract increase through the City of Duluth Park Fund.

 

The Duluth Natural Resources Management Program Plan is setting goals and strategies to protect, rehabilitate, manage, and monitor Duluth’s open space consistent with the Imagine Duluth 2035 Comprehensive Plan. The plan will have a practical emphasis on engagement of federal, state, and tribal natural resource agency partners to help to advance the City’s natural resource management goals. The plan will be reviewed and approved by the Natural Resource Commission prior then submitted to the City Council for final approval.
