CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to amend contract L30334 with Barr Engineering for additional professional services related to environmental site investigation and cleanup planning, for an additional amount of $50,000, and a new total amount not to exceed $150,000, payable from 255-020-5319 (Economic Development, Planning, Other Professional Services).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to contract L30428 with Barr Engineering for additional professional services related to investigation and assessment of possible development sites in Duluth.

 

In September 2019, the City of Duluth was awarded a $300,000 Brownfield Assessment Grant from the U.S. Environmental Protection Agency. Grant funds support the inventory, characterization, assessment, and cleanup planning for brownfield sites in various neighborhoods of Duluth. The City issued a Request for Qualifications on December 20, 2019 and awarded three-year master service agreements with three qualified firms, Barr Engineering being a selected firm. Due to their expertise on larger brownfield sites, staff have ordered more work from Barr Engineering and thus need to increase the contract amount. Under this adjustment, projects will continue to be billed and ordered on an hourly basis pursuant to a city-issued, written statement of work or similar document.  The City of Duluth will not expend more than the authorized grant amount.
