CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to accept a grant from the Department of Justice, Bureau of Justice Assistance, in the amount of $899,982.00 to be used in support of the city of Duluth Police Department 2021 COSSAP, and to execute a grant agreement, substantially the same as the attached Document A.

FURTHER RESOLVED, that the proper city officials are hereby authorized to execute an agreement, substantially the same as the attached Document C, with Jeffrey R. Maahs, PhD, to perform independent researcher services in support of the project and with the Center for Alcohol and Drug Treatment (CADT) to provide Licensed Alcohol and Drug Counselor (LADC) services; revenue to be deposited in fund no. 215-200-2238-4209-02 (Duluth police grant programs, police, 2021 Opioid Abuse Program (COSSAP), direct federal grants operating) and fees to be taken from fund no. 215-200-2238-5319 (Duluth police grant programs, police, 2021 Opioid Abuse Program (COSSAP), other professional services), 215-200-2238-5219 (Duluth police grant programs, police, 2021 Opioid Abuse Program (COSSAP), Other Miscellaneous Supplies), 215-200-2238-5331 (Duluth police grant programs, police, 2021 Opioid Abuse Program (COSSAP), Travel/Training), and 215-200-2238-5700-10 (Duluth police grant programs, police, 2021 Opioid Abuse Program (COSSAP), Interfund Transfers out to General Fund).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the proper city officials to accept a grant award whose budget summary is attached as Document B in the amount of $899,982.00 from the Department of Justice, Bureau of Justice Assistance, to expand and extend the services currently being provided by the City of Duluth Police Department’s Lake Superior Drug and Violent Crime Task Force (LSDVCTF) through the Substance Use Diversion Response Team.  The goal is to address and reduce opioid- and other drug-related overdoses and deaths in the LSDVCTF region which includes St. Louis, Carlton and Lake Counties in Minnesota as well as the City of Superior, Wisconsin. This is a new grant for expanded services and also an extension of the services currently being provided by Dr. Maahs, an independent researcher, who will continue an active research role by providing active, ongoing assessment support, including data collection and support. The city will use also some of the monies to extend for another year the services being provided by the Center for Alcohol and Drug Treatment Center for a dedicated full-time LADC who will provide Comprehensive Assessments within 24 hours of referral. The city will use some of the monies to pay for an additional 1.5 peer recovery specialist.
