CITY PROPOSAL:

RESOLVED, by the Duluth Economic Development Authority ("DEDA"), that the proper DEDA officials are hereby authorized to acquire by quitclaim deed the below-described tax-forfeited property from the State of Minnesota through St. Louis County in support of redevelopment activities for the amount of $500, plus fees in the amount of $101.45 for a total sum of $601.45, payable from fund 262-020-5434-CD21CD PFAC-PF01.

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize acquisition of real property from the State of Minnesota through St. Louis County to support blight removal and future redevelopment by private developers. The property located at 119-121 East 4th Street in the Central Hillside neighborhood has been vacant for over four years since its condemnation in 2015. Since a fire occurred at this property in 2017, it is not salvageable for rehabilitation due to extensive structural damage and deterioration. Acquisition and demolition costs will be facilitated by funds from the city 2021 CDBG blight funds. Immediate plans for future use will be the preparation for the development of a minimum of 4 units when paired with adjacent parcel currently owned by DEDA. DEDA will not be responsible for any costs associated with site improvements to accommodate development.
