RESOLUTION AUTHORIZING AGREEMENT FOR PROFESSIONAL SERVICES WITH THE HOUSING AND REDEVELOPMENT AUTHORITY OF DULUTH MINNESOTA FOR ADMINISTRATION OF THE HOUSING TRUST FUND PROGRAM.

CITY PROPOSAL:

WHEREAS, the Duluth Housing Trust Fund ("HTF") was established on October 25, 2021 by City Ordinance 21-049-O (the "Ordinance") to assist in filling existing gaps in the housing financing market to increase the housing stock in Duluth and invest in increasing availability of affordable housing units in all of the city's neighborhoods; and

WHEREAS, consistent with the program requirements in Sec. 2-170 (b) of said Ordinance, city staff have determined the Housing and Redevelopment Authority of Duluth ("HRA") has the technical and managerial capacity to ensure proper administration of the city funded HTF programs; and

THEREFORE, BE IT RESOLVED, that the proper city officials are hereby authorized to execute an Agreement for professional services with the HRA, substantially the same as that attached hereto as Exhibit A, to facilitate HTF Programs, as described in the attached Exhibit B, including expenditures through intake of funding applications, loan closings, management of draw requests from approved program participants, and general loan management and reporting.

Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to obtain City Council's approval for an agreement for professional services with the Housing and Redevelopment Authority of Duluth, Minnesota (HRA) to coordinate the operation of the City's Housing Trust Fund programs (Exhibit B), for new construction and housing rehabilitation in Duluth.

The City and Duluth Mayor Emily Larson convened a Mayor's Housing Task Force in 2019 to evaluate the housing needs in Duluth and develop recommendations regarding new local tools and resources to assist with the development of new affordable housing.
