RESOLUTION AUTHORIZING A DEVELOPMENT AGREEMENT BETWEEN THE CITY OF DULUTH AND INDEPENDENT SCHOOL DISTRICT 709 FOR THE REDEVELOPMENT OF 800 EAST CENTRAL ENTRANCE, ALSO KNOWN AS THE FORMER CENTRAL HIGH SCHOOL.

CITY PROPOSAL:

RESOLVED, that the city council does hereby approve a development agreement with Independent School District (ISD) 709, for the redevelopment of the 80 acre site at 800 East Central Entrance.

Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to obtain the city council's approval of the development agreement between the city of Duluth and ISD 709 for the replatting and redevelopment of the former Central High School site.

ISD 709 (the developer) desires to conduct the following site redevelopment activities: demolition of the existing Central High School, construction of three (3) large structures (transportation, utilities, district services center) to support operations of ISD 709 on the western portions of the site, and future residential or commercial development planned on the eastern portion of the site, with a public street accessed from one vehicular connection to East Central Entrance, a public sidewalk to East Central Entrance, private storm water management facilities, public utilities, and certain other site improvements.

Future redevelopment on the eastern portion of the site is anticipated in the next year or two, but at this time no specific proposed development has been put forward for official review. When a redevelopment plan of the eastern portion is proposed, it will need to follow the review process as required for any other development, including zoning, engineering, fire, and building code review, and possibly an Environmental Assessment Worksheet if the mandatory threshold limits in Minnesota Rules 4410.4300 are triggered.

The final plat was approved by the planning commission on November 9, 2021. The city council approved the rezoning of the project on August 16, 2021.
