RESOLVED, pursuant to the authority of Law of Minnesota, 1997, Chapter 231, Article 2, Section 53 the Duluth city council hereby determines to reassess the below-referenced properties for assessments previously canceled by reason of tax forfeiture.
(a) Plat 0385, Parcel 00010
New Owner: Timothy and Kimberly Esser
Land Development Assessment; Contract 53980; $27,365.83 to be deposited in Fund 325
(b) Plat 0385, Parcel 00150
New Owner: Nathan and Makenzie Johnson
Land Development Assessment; Contract 53980; $27,365.83 to be deposited in Fund 325
Statement of Purpose
STATEMENT OF PURPOSE: This resolution confirms the City’s intention to reassess the prior canceled demolition assessment against the property. The properties have now been purchased through the St. Louis County’s Land Department.
Under the statute referenced above the City Council has the discretion to reassess the property for the amount of the canceled assessment. A public hearing was held by the Special Assessments Board on April 12, 2022 and their recommendation is to reassess the parcels for the original assessment amount, removing all penalties and interest incurred. Minutes for the public hearing are attached as Exhibit A.
