RESOLUTION AUTHORIZING THE CITY OF DULUTH TO ENTER INTO A GRANT AGREEMENT WITH THE MINNESOTA POLLUTION CONTROL AGENCY CLIMATE RESILIENCY PROGRAM TO ACCEPT FUNDS TO DEVELOP A STORMWATER MANAGEMENT PLAN.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into a grant agreement substantially in the form of the attached Exhibit A and accept funds in the amount of $100,000 from the Minnesota Pollution Control Agency.

FURTHER RESOLVED, the city of Duluth has the legal authority to accept the money and financial, technical, and managerial capacity to ensure proper planning and maintenance of the project. The City will meet the required 10% match through in-kind staff time.

Statement of Purpose

STATEMENT OF PURPOSE:  Consistent with City Council Resolution 21-0956R, this grant will provide funding to hire a consultant to begin the formulation of a comprehensive surface water management plan.  Additionally, the plan will include an in-depth study, along with modeling of the 32nd Avenue West Creek watershed that, when combined, will inform present stormwater and drainage infrastructure vulnerabilities in portions of the Lincoln Park community.  This will also include a community engagement session intended to inform local residents of identified stormwater vulnerabilities.  These combined efforts will position the city to pursue future implementation funds for project outcomes intended to increase the city’s collective stormwater and climate resiliency.
