CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute and implement a collective bargaining agreement with the American Association of State, County and Municipal Employees Minnesota Council 5, Local 66, for Basic Unit Employees containing substantially the same terms as that attached hereto as Exhibit A, covering the terms and conditions for City of Duluth Basic Unit bargaining unit members for the years 2022 through 2024.

Statement of Purpose
STATEMENT OF PURPOSE: The parties have been in negotiations for a successor agreement to their current 2021 collective bargaining agreement (CBA). The parties participated in contract mediation facilitated by the Minnesota Bureau of Mediation Services. The parties tentatively agreed to a 2022-2024 CBA on March 3, 2022, and the AFSCME Basic Unit membership ratified the CBA on April 12, 2022.

The agreement is revised to include gender-neutral pronouns only. The agreement is a three-year contract with general wage increases of $0.80 per hour in 2022, 2% in 2023, and 3.5% in 2024. Juneteenth (June 19th) is added as a holiday for purposes of holiday pay and paid leave. Employees will also receive increased compensation for regular work, call back work, and standby duty on holidays. Employees will receive a shift differential pay increase of $0.25 for afternoon shift and $1.00 hour for night shift work, and part-time employees will be eligible for shift differential pay. Applicable employees will receive a $50 annual uniform allowance payment increase. Seasonal employees will accrue paid time off.
