RESOLUTION AUTHORIZING AMENDMENT NO. 1 TO AGREEMENT NO. 24186 WITH ST. LOUIS COUNTY FOR THE GLENWOOD STREET, SNIVELY ROAD, WOODLAND AVENUE AND ARROWHEAD ROAD IMPROVEMENTS INCREASING THE AMOUNT THEREOF BY $888,702 FOR A NEW TOTAL OF $3,257,509.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into Amendment No. 1 to Agreement No. 24186, substantially in the form of the attached Exhibit A, between St. Louis County and the city of Duluth to increase the amount payable to the county for the city’s share of the Glenwood Street, Snively Road, Woodland Avenue and Arrowhead Road improvement project by the amount of $888,602 for a new total of $3,257,509.

Statement of Purpose

STATEMENT OF PURPOSE:  Resolution 21-0711, passed on September 13, 2021, authorized an agreement with St. Louis County to reimburse the county for the city’s share of the costs for the Glenwood Street roundabout, the signal improvements on Woodland Avenue, and the mill and overlay to Arrowhead Road.  This amendment increases the amount of the agreement by $888,702 for a new total of $3,257,509.  The increase is due to the additional cost based upon the bids received.  Inflation is the main factor in the increase in prices versus the engineer’s estimate.  Payable out of Permanent Improvement Fund 411, Department/Agency 035 (Capital Projects Accounts), Object 5530 (Improvements Other than Buildings), city project no. 1712 (with merged project nos. 1696, 1697 and 1913).  Funding will be from Federal, Municipal State Aid, Street Lighting and Water Utility funds.
