Title

RESOLUTION AUTHORIZING THE SOLE SOURCE PURCHASE OF SECURITY EQUIPMENT FOR THE CUSTOMS AND BORDER PATROL CRUISE FACILITY FROM SUMMIT COMPANIES IN THE AMOUNT OF $78,640.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to contract with Summit Companies for the purchase of security equipment in the amount of $78,640, payable from 450-030-5520 450-030-5520-CP450-CSTBLD (capital improvements, finance, buildings & structures, capital projects - other fund contributions, customs facility).

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the sole source purchase of an access control system, camera surveillance/microphone system, fire alarm and security systems, duress system, and mesh radio communicator to equip custom facilities for cruise ships being built at the DECC U.S. Customs and Border Protection standards, in the total amount of $78,640.

Summit Companies recently worked with the U.S. Customs and Border Protection to get approval of this system for a similar project with the Duluth Seaway Port Authority.  The process was time intensive and lengthy.  Because of the sensitive nature of this product, the City is not able to purchase it directly, and wishes to contract with Summit Companies to purchase the equipment.  The first cruise ship is anticipated to arrive May 17th and the equipment must be installed prior to the ship’s arrival.

The contract will be paid for by a $150,000 grant from Viking Cruises and a portion of $450,000 in tourism tax proceeds approved by City Council Resolution 21-0847R to pay for construction of customs facilities for cruise ships.
