RESOLUTION AUTHORIZING THE CITY OF DULUTH TO APPLY FOR, AND ACCEPT IF AWARDED, A GRANT WITH THE GREAT LAKES COMMISSION: GREAT LAKES SEDIMENT AND NUTRIENT REDUCTION PROGRAM, TO CONSTRUCT A BIOFILTRATION BASIN IN IRVING PARK.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to apply for, and enter into an agreement with, the Great Lakes Commission in the amount of $121,000.
FURTHER RESOLVED, the city of Duluth has the legal authority to accept the money and financial, technical, and managerial capacity to ensure proper administration of the project. The City will meet the required 25% match through in-kind staff time and a one-time financial contribution of $24,000 from Sustainability 257-025-5700-50.
FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Jennifer Carlson, City of Duluth Finance Director, 411 West 1st Street, Duluth MN 55802.
Statement of Purpose
STATEMENT OF PURPOSE: The Public Works and Utilities Department seeks to construct a bio-filtration basin in Irving Park in the vicinity of 57th Ave W for the primary purpose of treating approximately 17 acres of urban stormwater runoff prior to discharge to Keene Creek, an impaired waterbody. The bio-filtration basin will be an engineered sand filter vegetated with native plants to provide effective stormwater treatment as a measurable action towards the goal of reducing pollutants to Keene Creek, with the co-benefit of providing an aesthetically pleasing natural system to Irving Park. The project will include engineering design and construction administration through a hired consultant. The grant, if awarded, must be expended by 2025.
