CITY PROPOSAL:

                     RESOLVED, that Resolution No. 21-0307 is hereby rescinded; and

                     FURTHER RESOLVED, that the proper city officials are hereby authorized to enter into the first amendment to city contract no. 23888, the agreement for property acquisition for and design and construction of an up to 1400 stall parking ramp, Regional Exchange District Project, a copy of which is attached hereto as Exhibit A, with St. Mary's Duluth Clinic Health System, DBA Essentia Health East, a Minnesota nonprofit corporation ("SMDC") making minor adjustments to timing issues and penalties.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to rescind the resolution approving a prior draft of the first amendment of the agreement for the new parking ramp to be constructed as part of the Regional Exchange District Project (Vision North Land) and to substitute approval of a new first amendment representing the current state of the project.

 

While the legislation had envisioned a larger ramp, the impacts to time and inflation, along with other factors, has resulted in a material reduction in the size of the ramp.  This draft reflects Essentia's commitment to construct a ramp which will accommodate at least 200 vehicles with a commitment to use the available state funding to construct a facility that will be as large as possible. 

 

The ramp will still be connected to the new hospital building by a skywalk.
