RESOLUTION AUTHORIZING AMENDMENT TO AGREEMENT 24227 WITH GDC FOR A SOCIAL SERVICES OUTREACH PROFESSIONAL.

CITY PROPOSAL:
Resolved, that the proper city officials are hereby authorized to enter a First Amendment to Agreement No. 24227, attached as Exhibit A, with the Greater Downtown Council (“GDC”) for the hiring of a social service outreach professional, amending the funding source to 110-700-1450-5310 (General, Transfers and Other Functions, Transfers and Accruals, Contract Services) and deleting unnecessary provisions.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to modify the agreement with GDC for the hiring of a social service outreach professional to change the funding source from ARPA funding to the general fund and to eliminate special restrictions which were only applicable to ARPA funded projects.
The modified revenue loss calculation included in the updated ARPA guidance expanded the city’s capacity and flexibility to fund ARPA projects out of the general fund. The ARPA guidance allows for the city to fund provisions for government services included in the annual budget, thereby freeing up budgeted resources to fund the hiring of the GDC’s social service outreach professional. This amendment changes the funding source and eliminates the more cumbersome provisions from the original agreement with the GDC.
