RESOLUTION AUTHORIZING AN AGREEMENT WITH MINNESOTA POWER FOR JOINT CONSTRUCTION OF UTILITIES IN MICHIGAN STREET.

CITY PROPOSAL:

Resolved, that the proper city officials are hereby authorized to enter into an agreement with Minnesota Power, a division of Allete, Inc., for the joint design and construction of utility facilities in Michigan Street between First Avenue West and Second Avenue East, pursuant to which the city will construct the improvements and Minnesota Power will reimburse the city for its share of costs.  Such reimbursement will be payable to Gas Utility fund 520, Department 500 (Public Works & Utilities), Division 1905 (Capital).

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize the city to enter into an agreement with Minnesota Power for the joint design and construction of new utility facilities in a portion of Michigan Street, a continuation of a project begun in 2016 and 2017.                                                                                                                                                                                                                                                                                                                           

In 2016 and 2017 the city and Minnesota Power entered into a joint project agreement which resulted in construction of a new underground duct for its electrical distribution system in Michigan Street between First Avenue West and Fifth Avenue West and the replacement of an older 16-inch cast iron water main and upgrades to the existing gas system.  That project was successful and so the parties propose to continue the collaborative project, extending eastward to Second Avenue East.

 

As before, the city will contract for the construction of the project and Minnesota Power will reimburse the city for its share of the costs on the same basis as was done for the prior project.
