Title

RESOLUTION AUTHORIZING THE PURCHASE OF AIR HANDLING UNITS, FLUID COOLER & AIR-COOLED HEAT PUMP EQUIPMENT AS PART OF THE CITY HALL MECHANICAL ELECTRICAL PLUMBING RENEWAL PROJECT FROM SVL, INC. IN THE AMOUNT OF $312,075.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to contract with SVL, Inc. for the purchase of air handling units, fluid cooler and air-cooled heat pump equipment in the amount of $312,075, payable from 226-125-5004-6400-5520 (local fiscal recovery funds, finance, ventilation city hall, city hall HVAC / restroom upgrades, buildings & structures).

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the purchase of air handling units, fluid cooler and air-cooled heat pump equipment for use in a City Hall mechanical, electrical, and plumbing (MEP) renewal project aimed at improving indoor air quality in City Hall.

These materials were identified as necessary components to the City Hall MEP renewal project. These materials typically have long lead times and it is necessary to procure ahead of the construction project to ensure the materials are on site and ready for installation once the construction project commences.  In addition, cost savings are anticipated by purchasing the material direct to utilize the city’s tax exempt status.

Purchasing issued an invitation to bid on April 28, 2022, and received one bid as listed below.  SVL, Inc. submitted the only responsive bid.

                     Contractor                                                                                                         Bid

                     SVL                                                                                                                              $312,075.00

The purchase is to be funded with federal funds from the American Rescue Plan Act consistent with City Council Resolution 21-0515 that identified eligible priority uses for these funds. The resolution identified improvement of City Hall indoor air quality as an eligibility priority and preliminarily allocated $12 million of American Rescue Plan Act funds for that purpose. The present resolution authorizes the purchase of equipment for that project.
