RESOLUTION REJECTING NON-RESPONSIVE PROPOSAL FOR REDEVELOPMENT OF PASTORET/ROBESON BUILDINGS.

RESOLVED, that the Commissioners of the Duluth Economic Development Authority hereby find:
1. That on March 21, 2022 DEDA staff caused to be published a formal Request for Proposals ("RFP") bearing RFP No. 22-5504 for the historic redevelopment of the buildings and property known as the Pastoret/Robeson Ballroom property located at the northwest corner of Second Avenue East and First Street in Duluth, Minnesota, a copy of which RFP is attached hereto as Exhibit A;
2. That said RFP was published on City of Duluth's official website and by sending notice of the RFP to those parties listed on attached Exhibit B;
3. That said RFP established April 21, 2022 as the date by which responses to said RFP were due, which date was extended to May 20, 2022 because no (responsive) responses had been receive prior to the original due date;
4. That as of the extended due date, only one response had been received by DEDA, that being a response from Bedrock Flint, Inc. dated April 21, 2022;
5. That DEDA has reviewed the response of Bedrock Flint, Inc. and have found it to unresponsive to the RFP in that it failed to propose the historic redevelopment of the Property.
FURTHER RESOLVED, that the only proposal received by DEDA in response to its RFP, the proposal of Bedrock Flint, Inc. is hereby rejected as being nonresponsive to the RFP.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to reject the only response received to DEDA's RFP for the historic redevelopment of the Pastoret/Robeson Ballroom buildings and property.
