CITY PROPOSAL:

            RESOLVED, that the proper city officials are hereby authorized to execute an agreement with Alliiance, for Spirit Mountain upper chalet design services for an amount not to exceed $157,690, payable from fund 450-030-5319-CP450-22BOND-SPIRIT.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an agreement with Alliiance for Spirit Mountain upper chalet architectural design services. Under the agreement, Alliiance will complete architectural predesign work for renovation of the upper chalet at Spirit Mountain for an amount not to exceed $157,690.

 

The City and Spirit Mountain originally planned to pay for this contract with federal funds from the American Rescue Plan Act (ARPA) that were put aside specifically for Spirit Mountain Recreation Authority. This original plan would have imposed significant additional procedural burdens on the City and Spirit Mountain. The modified revenue loss calculation included in the updated ARPA guidance expanded the City’s capacity and flexibility to fund ARPA projects out of the general fund.  The ARPA guidance allows for the City to fund provisions for governmental services included in the annual budget, thereby freeing up budgeted resources to fund the chalet design.  Under the adapted plan, the General Fund will transfer funds to fund 450 to fund the Alliiance contract.   The expense to the General Fund will be wholly offset by ARPA reimbursement to the General Fund for other budgeted services.

 

The predesign services authorized by the agreement are necessary regardless of how the legislature may proceed with a 2022 bonding bill.

 

Purchasing issued a Request for Proposals on behalf of Spirit Mountain Recreation Area Authority for design services on February 11, 2022 and received four proposals. After a thorough evaluation, the review team ranked the proposals and interviewed the top three firms. The proposal submitted by Alliance, received a high score and had a lower cost and is recommended for award.
