CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a twenty-five year agreement, substantially in the form attached as Exhibit 1, with the State of Minnesota, acting by and through the Commissioner of the Department of Natural Resources for the installation, operation and maintenance of a fishing pier at Indian Point Campground, at no cost to the City.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a twenty-five year agreement with the State of Minnesota, acting by and through the Commissioner of the Department of Natural Resources (the "DNR") for the installation, operation and maintenance of a fishing pier at Indian Point Campground.

The fishing pier at Indian Point Campground was removed in 2021 because it had reached the end of its functional life. The DNR and City determine that a fishing pier on the St. Louis River, specifically at the Indian Point Campground, is of high priority under the State of Minnesota's public water access program. The DNR is willing to provide the City with a new fishing pier, including the structure, floats, lumber and hardware to construct and install the fishing pier, at no cost to the City. The City will help DNR assemble and install the fishing pier and be responsible for the long-term maintenance and operation of it. However, the DNR agrees to assist the City with major structural repairs and rehabilitation of the fishing pier.
