RESOLVED, that the proper city officials are hereby authorized to execute an agreement, substantially in the form attached as Exhibit A, with TKDA for Waabizheshikana - The Marten Trail engineering design and permitting services for Segments I and II for an amount not to exceed $75,800, payable from fund 452-030-5535-HANDHTAX-1501-03 (tourism & recreational projects, finance, non-capital improvements, half & half projects, Waabizheshikana, extension 1: Spring Street to Clyde).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with TKDA for Waabizheshikana - The Marten Trail engineering design and permitting services including complete construction designs for Segment 1 and a pre-design report for Segment 2.
TKDA’s team will prepare preliminary and final design, construction plans, specifications, and cost estimates as necessary for the grading and construction of Segment 1 of Waabizheshikana - The Marten Trail from Spring Street in the Riverside neighborhood to Clyde Avenue in the Smithville neighborhood. The City intends to complete construction of Segment 1 in 2023 with funding from the St. Louis River Corridor Initiative half and half tax.
Pre-design of Segment 2 will include concept designs for a separated grade crossing of a long inactive BNSF railroad track located between the Morgan Park and Smithville neighborhoods, associated geotechnical assessments, and wetland delineation. The proposed crossing would be affected by a trail culvert to be placed below the inactive railroad track. The City has preliminarily secured federal and state grant funding to construct Segment 2.
Design of Segments 1 and 2 will closely follow the Waabizheshikana - The Marten Trail mini-master plan approved by the City Council in 2019.
