CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into a first amendment to the Coronavirus Aid, Relief, and Economic Security Act (CARES ACT) Community Development Block Grant (CDBG) Program Damiano Center Hygiene Unit Agreement (City Contract No. 24118), substantially in the form attached hereto as Attachment A, with Damiano of Duluth, Inc, extending the term of the agreement to December 31, 2022.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize a first amendment to the agreement with Damiano of Duluth, Inc for the Cares Act CDBG Damiano Hygiene Unit Project and extend the term to December 31, 2022. Council approved the existing contract on March 22, 2021 via resolution 21-0191R which provided a contract termination date of March 31, 2022. Pursuant to the terms of the agreement, the Manager of Planning and Development authorized an extension to September 30, 2022 upon request from Damiano of Duluth, Inc. Additional term extensions require approval by city council.

The Damiano Hygiene Unit project is a mobile hygiene unit staged in the Damiano Center parking lot that provides free shower and/or toilets to guests in need. Project funds support staffing, utilities, maintenance and supplies of the mobile hygiene unit. Over the winter season 2021-2022 the unit was accidentally unplugged by a guest resulting in freezing of mechanical equipment and fixtures. Repairs could not be addressed until temperatures rose in Spring 2022. Due to these circumstances and staffing shortages, Damiano was unable to expend the full funds provided by September 2022 and thus requested an extension.
