CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to execute an agreement with The Crime and Justice Institute for professional services to perform a racial bias audit as identified in the attached Exhibit A for a total amount not to exceed $273,465.00, payable from fund 110-160-1610-5319

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an agreement with The Crime and Justice Institute for a racial bias audit of the Duluth Police Department.

 

The City published the original request for proposals in April 2022, and received four proposals. After a thorough evaluation, the review team ranked the proposals and interviewed the top three firms. The proposal submitted by The Crime and Justice Institute received the highest score and is recommended for award.

 

A Racial Bias Audit will provide insights, information and context that the Duluth Police Department will use to increase our capabilities to deliver the best outcomes possible.  This audit will allow the department to show its continued commitment to transparency and engagement with our community.
