CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to contract with Rachel Contracting Inc. for the Lakewalk Shoreline Restoration Sites B and C for a total amount not to exceed $1,008,348.02, payable from fund 225-125-1817-5310, Strm1018 (disaster recovery fund, finance, FEMA hazard mitigation program, contract services; storm surge October 10, 2018).

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes a contract with Rachel Contracting Inc. for the Lakewalk Shoreline Restoration Sites B and C for an amount not to exceed $1,008,348.02. FEMA will pay for $857,939.25 of the cost with a grant from the Hazard Mitigation Grant Program. The City will pay for the remaining $150,408.77 with a portion of 2023 tourism tax proceeds that were put aside to pay for the City’s cost to resiliently reconstruct the Lakewalk.

 

The Lakewalk shoreline sites B and C were severely damaged in the October 2017, April 2018, and October 2018 storms. The Lakewalk and shoreline are of critical importance to the City of Duluth. Restoration of these areas will allow for safe public access and long-term protection of the City’s shoreline infrastructure.

 

Construction will include stabilization of the heavily-eroded shoreline, and replacement of displaced revetment stone. This is part of a larger project that has been approved for state and federal disaster recovery reimbursement.

 

Purchasing issued an Invitation to Bid on June 15th, 2022 and received two bids as listed below.  Rachel Contracting Inc. submitted the lowest responsive bid. City staff worked with Rachel Contracting Inc. to value engineer their bid for a new total of $1,008,348.02.
