RESOLUTION OF INTENT FOR GEOGRAPHICALLY EQUITABLE EXPENDITURE OF PARK FUND LEVY PROCEEDS ACROSS WEST, CENTRAL, AND EAST DULUTH.

CITY PROPOSAL:
WHEREAS, the parks and recreation master plan dated December 2010 found that, up to that time, the city of Duluth had provided park facilities of lesser quality in west Duluth than elsewhere in the city and maintained those facilities to a lower standard; and
WHEREAS, the city has, since 2014, substantially narrowed that gap by directing 100% of the city’s $18 million St. Louis River Corridor Initiative investment to parks and trails in west Duluth; and
WHEREAS, the city wishes to provide park facilities of equal quality throughout the city and maintain them to an equal standard.
NOW, THEREFORE, BE IT RESOLVED, that the Duluth city council hereby states its intent for the city to invest the proceeds of the Park Fund Levy in a manner that is geographically equitable across west, central, and east Duluth so as to provide park facilities of equal quality throughout the city and maintain them to an equal standard.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to express the City Council’s intent that the City of Duluth will invest the proceeds of the Park Fund Levy in a geographically equitable manner across west, central, and east Duluth so as to provide park facilities of equal quality throughout the city and maintain them to an equal standard. The City Council’s intent for geographically equitable distribution of Park Fund Levy proceeds holds regardless of the amount of those proceeds, now and in the future.
