CITY PROPOSAL:

 

                     RESOLVED, that the city council does hereby approve a development agreement with Kami Holdings, LLC (“Developer”), substantially in the form of that attached hereto as Exhibit A, for the re-platting of 14 acres south of Palm Street and west of Blackman Avenue into the KARA-MIA ADDITION to facilitate development of the property.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to obtain the city council’s approval of the development agreement between the City of Duluth and Kami Holdings, LLC, for the re-platting 14 acres into the KARA-MIA ADDITION (Exhibit B).

 

The developer’s proposal is to construct a 4 story, 198-unit apartment building on Lot 1 beginning in 2022 and approximately 40 townhomes on Lot 2 in the future.  The development agreement addresses conditions from the land platting and wetland permitting approvals and requires the installation of a privately-owned and maintained shared use path to connect the development to an existing public path along Palm St. The proposed development has not requested public assistance and is not related to any form of business subsidy to the Developer.

 

The KARA-MIA ADDITION final plat was approved by the planning commission July 12, 2022 by a vote of 8 yeas, 0 nays, and 0 abstentions.
