RESOLUTION AUTHORIZING THE CITY OF DULUTH TO APPLY FOR, AND ACCEPT IF AWARDED, A GRANT OPPORTUNITY THROUGH THE UNITED STATES ARMY CORPS OF ENGINEERS 569 PROGRAM FOR TWO STORMWATER OUTFALLS AND BIOFILTRATION BASINS FOR STORMWATER TREATMENT IN THE VICINTY OF LINCOLN PARK.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to apply for, and accept if awarded, a grant of up to $250,000 from the United State Army Corps of Engineers.
FURTHER RESOLVED, the city of Duluth has the legal authority to accept the money and financial, technical, and managerial capacity to ensure proper administration of the project. The City will meet the required 25% match through in-kind staff time and use of budgeted Stormwater Utility funds.
FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Jennifer Carlson, City of Duluth Finance Director, 411 West 1st Street, Duluth MN 55802.
Statement of Purpose
STATEMENT OF PURPOSE: The Public Works and Utilities Department seeks funding to construct a stormwater outfall that includes a bio-filtration basin for stormwater treatment in the vicinity of W 7th St & 25th Ave W before discharge to Miller Creek, an impaired water body in the City of Duluth. The constructed down drain will serve to replace an existing failing stormwater conveyance system that is negatively affecting water quality and Lincoln Park usability. Additionally, the funding will be used to re-construct and upgrade a failed stormwater conveyance system in the vicinity of 6th St Alley & 26th Ave W. Both of these systems will include a bio-filtration basin that consists of an engineered sand filter vegetated with native plants to provide effective stormwater treatment as a measurable action towards improving water quality, with the co-benefit of providing an aesthetically pleasing natural system for the enjoyment of park users and passers-by.
