RESOLUTION PROPOSING THE SUM TO BE RAISED BY TAXATION FOR THE SPECIAL PARKS FUND LEVY FOR THE YEAR 2023.

CITY PROPOSAL:

 

RESOLVED, that pursuant to Minnesota Statutes, Section 275.065, the city council adopts the following proposed tax levy:

 

                                          Section 1.                     That pursuant to Ordinance 10102, approved by voter referendum on November 9, 2011, pursuant to the authority contained in Laws of Minnesota 1953, Chapter 560, Section 1, the sum to be raised by taxation for the year 2023 for a parks fund levy is hereby determined to be $2,600,000 on the referendum market value of all taxable property within the city, which is 0.0290052 percent on the referendum market value of all taxable property within the city for the year 2023; and

 

Section 2.                     That pursuant to Ordinance 10811 and subject to approval by

voter referendum on November 8, 2022, pursuant to the authority contained in Laws of Minnesota 1953, Chapter 560, Section 1, that the sum to be raised by taxation for the year 2023 for a parks fund levy will instead be hereby determined as $4,236,821 on the referendum market value of all taxable property within the city in 2023, which is 0.0472654 percent on the referendum market value of all taxable property within the city for the year 2023.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution sets the proposed tax levy for the year 2023 for the park fund levy. Ordinance 10102, approved by voter referendum on November 9, 2011, created a dedicated parks fund and special levy in the amount of $2.6 million per year to be utilized for parks and recreation purposes only. 

 

The City has requested a change to the park fund levy beginning in 2023, requiring a voter referendum this November.  The proposed change to the park fund levy would change the basis of the levy from a fixed dollar amount to a fixed percentage of property value resulting in an estimated year 2023 levy amount of $4,236,821.
