CITY PROPOSAL:
WHEREAS, area youth need additional assistance with educational opportunities, development of health and life skills, positive adult role model interaction, and recreation; and
WHEREAS, Family Freedom Center has the staff, resources, and relationships to meet the needs of youth in the Central Hillside neighborhood.
RESOLVED, that the proper city officials are hereby authorized to execute an agreement, substantially in the form attached hereto as Attachment A, with Family Freedom Center to provide out of school youth programming in the Central Hillside neighborhood from August 1, 2022, to December 31, 2022, for a total amount not to exceed $8,883.08 payable from Fund No. 205-130-1219-5310 (Parks, Community Resources, Parks Operating, Contract Services).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a professional services contract with Family Freedom Center for out of school time youth programming in the city's Central Hillside neighborhood. The Hills Youth and Family Services d/b/a Neighborhood Youth Services had been performing these services until its abrupt closure on July 2, 2021. Programming was then performed by Life House of Duluth. The Operation Agreement between the city and Life House authorized by Resolution 21-0532R, which funded the program until December 31, 2022, was terminated on August 1, 2022. Under the terms of this agreement, Family Freedom Center will facilitate programming in a safe and structured environment at the Washington Community Center for youth in the Central Hillside neighborhood.
