RESOLUTION AUTHORIZING A COOPERATIVE AGREEMENT WITH THE US DEPARTMENT OF THE INTERIOR NATIONAL PARKS SERVICE TO INCLUDE AN INITIAL FINANCIAL CONTRIBUTION OF $35,000 FOR THE CONTINUED DESIGN AND DEVELOPMENT OF WAABIZHESHIKANA: THE MARTEN TRAIL AND THE ST. LOUIS RIVER ESTUARY NATIONAL WATER TRAIL

CITY PROPOSAL:

BE IT RESOLVED, that the proper city officials are authorized to accept and execute the Cooperative Agreement, substantially in the form attached hereto as Exhibit A, and to draw down the appropriated funds, not to exceed $35,000,with said funds to be deposited into fund 452-130-1220-4209-02-HANDHTAX-1501-04 (Parks Fund - Community Resources - Parks Capital - Direct Federal Grants Operating - Half & Half Tax Projects - Waabizheshikana - Seg 0-2: 63rd Ave W to Blackmer Park).

 

FURTHER RESOLVED, that the City of Duluth has a recreational trail along the St. Louis River Estuary, known as Waabizheshikana: The Marten Trail, which it plans to expand and enhance using technical and financial assistance provided through this Cooperative Agreement, along with other funding.

 

FURTHER RESOLVED, that the intent and focus of this Cooperative Agreement is to connect West Duluth residents to the revitalized Estuary and new and improved recreational opportunities along it.

 

FURTHER RESOLVED, the City of Duluth has the legal authority to accept these funds and the financial, technical, and managerial capacity to ensure proper planning and maintenance of the project.

 

FURTHER RESOLVED, the Duluth City Council names the fiscal agent for this project as Jen Carlson, City of Duluth Finance Director, 411 West 1st Street, Duluth, Minnesota 55802.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This is a resolution approving a Cooperative Agreement, attached as Exhibit A, between the City of Duluth and National Park Service for continued design and development of Waabizheshikana: The Marten Trail. The Cooperative Agreement provides for multi-year technical assistance, as well as an initial financial award of $35,000 to be used for further design of Segment 2 of Waabizheshikana, to include the Munger Landing and Blackmer Park Trailheads, as well as pause area elements identified in Waabizheshikana: The Marten Trail Interpretive Plan along Segments 0-2. 

 

The Cooperative Agreement also provides the potential for future financial assistance awards, subject to available funding, to implement construction phases for the elements listed above. In the event that funding becomes available, the Cooperative Agreement will be amended to include those awards and associated work plans and returned to Council for approval.
