RESOLUTION AUTHORIZING EXECUTION OF GREAT LAKES COMMISSION GRANT AGREEMENT IN THE AMOUNT OF $121,000 FOR THE IRVING PARK BIOFILTER BASIN PROJECT.

CITY PROPOSAL:
RESOLVED that the proper city officials are hereby authorized to enter into a grant agreement with the Great Lakes Commission, a copy of which is attached hereto as Exhibit A, in the amount of $121,000 to fund the Keene Creek Resiliency Report-Irving Park Biofiltration Basin project, said funds to be deposited in Fund 535-500-1905-5533; and
FURTHER RESOLVED, that the city hereby commits $24,000 from Fund 535-500-1905-5533 and $7,250 in staff time as the City's matching local share of the cost of that project.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize the execution of the Grant Agreement with the Great Lakes Commission to accept $121,000 to fund a major portion of the cost of the Keene Creek Resiliency Report-Irving Park Biofiltration Basin project and to commit to fund the local share of the project at a cost to the City of $31,250. The Commission's funding comes from the Great Lakes Sediment and Nutrient Reduction Program.
The project will fund the construction of a rain garden facility in the Irving Park neighborhood that will help to clean waters contributing to the Keene Creek watershed which in turn feed into the St. Louis River and ultimately into Lake Superior. It is estimated that the project will treat approximately 7.2 Million gallons of stormwater over its useful life of at least 20 years and will result in the annual capture of about 1.7 tons of total suspended solids and 16.59 pounds of phosphorus.
