CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to contract with Johnson Wilson Constructors for the Lincoln Park Pavilion Restoration for a total amount not to exceed $329,000, payable from fund 452-030-5530-HANDHTAX-1510 (tourism and recreational projects, finance, improvements other than buildings, half and half tax projects, Lincoln Park).

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes a contract with Johnson Wilson Constructors for the Lincoln Park Pavilion Restoration for an amount not to exceed $329,000.

 

The pavilion was heavily damaged by flooding in 2012, as well as fires in 2014 and 2018. The building has remained derelict and closed to the public since then.

 

This project will renovate and restore the historic pavilion while expanding the interior functionality and accessibility. The work scope includes masonry, rough and finish carpentry, replacing the roof, installing doors and hardware, painting and finishing. The existing men’s and women’s restrooms will be converted into two ADA-compliant, Family Assist restrooms. All construction materials and methods will match the historic architectural features of the original design.

 

The pavilion renovation is incorporated into an ongoing and comprehensive renewal of Lincoln Park that will improve accessibility and resiliency of the landscape and built features. The project will be paid for with funds from a federal grant from the National Park Services, the Park Fund, and a one-half of one percent increment in the City’s lodging and food and beverage taxes that was dedicated by the legislature and the City Council to improvement of public facilities in western Duluth for the purposes of tourism and outdoor recreation.

 

Purchasing issued an Invitation to Bid on October 4th, 2022, and received three bids as listed below. Johnson Wilson Constructors submitted the lowest responsive bid.
