RESOLUTION APPROVING THE DULUTH PRODUCTION INCENTIVE PROGRAM TO INCENTIVIZE VISUAL MEDIA PRODUCTION IN DULUTH, ESTABLISHING PROGRAM GUIDELINES FOR THE PROGRAM AND AUTHORIZING AGREEMENT WITH UPPER MIDWEST FILM OFFICE FOR PROGRAM ADMINISTRIATIVE SERVICES.

 

Body

CITY PROPOSAL:

                     RESOLVED, that the city of Duluth does hereby establish the Duluth Production Incentive Program to incentivize projects which will support the development of television, film and digital media in Duluth and adopting the program guidelines, a copy of which are attached hereto as Exhibit A, to govern the program.

                     FURTHER RESOLVED, that $180,000 from Fund 860-860-8640-5434 is hereby appropriate to fund the program.

                     FURTHER RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with Upper Midwest Film Office, substantially in the form of the attached Exhibit B, to administer the program in the amount of $20,000, payable from Fund 860-860-8640-5434.

 

Statement of Purpose

STATEMENT OF PURPOSE: The purpose of this resolution is to authorize an agreement with the Upper Midwest Film Office ("UMFO") to facilitate projects which will encourage the development of television, film and digital media projections in the city of Duluth; and to approve the program guidelines. The Duluth Economic Development Authority approved funds for this program on 12/15/2021.

 

UMFO will facilitate a program which will provide a financial incentive to projects which will use local talent and local businesses to serve the needs of production entities creating such visual arts productions.  The program will reimburse funds spent for needed supplies and services secured from local resources, thereby reducing the costs of production and encouraging the development and use of local talent and resources.
