CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to execute a partnership agreement with the State of Minnesota, substantially in the form as that attached as Exhibit A, allowing the City to erect and use a hoop-style salt shed on MNDoT’s property located at 1123 Mesaba Avenue, Duluth, MN 55811 at no cost. 

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes a partnership agreement between the City and the State of Minnesota to allow the City to erect a new non-permanent, hoop-style sand/salt storage building on MNDoT property at 1123 Mesaba Avenue, Duluth, MN 55811, where the City of Duluth Street Maintenance District 3 office and garage is located.

 

The City will pay the costs to construct, operate and maintain the City Building, at no cost to the State.  The State will pay utility charges for the building and provide the City with access and use of the building at no cost to the City.

 

Regulations on stock piled winter sand and salt were updated with the 2022 MS4 permit cycle.  The City’s material pile at the MNDoT location is currently stockpiled outside and is deemed out of compliance. The salt shed is required in order for the City to become compliant with the updated requirements.
