CITY PROPOSAL:
RESOLVED, that pursuant to Section 61 of the City Charter, the council hereby expresses its intent to cause the reconstruction of Fifth Street Alley from 21st Avenue East to 22nd Avenue East, and hereby requests that the mayor prepare or cause to have prepared plans, specifications and estimates of the costs therefor, and file such plans and estimates with the special assessment board, together with a recommendation as to what portion of the cost should be paid for by special assessment, the number of installments of such special assessment, and the lands which should be included in the special assessment.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution begins the formal process of making assessable the reconstruction of Fifth Street Alley from 21st Avenue East to 22nd Avenue East to serve the following parcels shown and described on the recorded plat of Highland Park Addition:

Block 12, Lots 1 through 16

As provided for in Section 61 of the Charter, the process can be initiated either by petition or by action of the council itself. In this case the former process is being used. 56.25 per cent of benefitting property owners have filed a petition agreeing to be assessed for the cost of the work.

As is normal, this resolution is the first step in the process. Once approved it will trigger preparation of plans and specifications for the work and estimates of costs and assessments involved. Notices will then be sent to the affected property owners and they will be given the opportunity to be heard before the special assessment board. After the board makes its recommendations, the matter will return to the city council for consideration of an ordering in resolution.
