CITY PROPOSAL:

WHEREAS, resolution 20-0607R authorized the proper City officials to accept a $900,000

Great Lakes Restoration Initiative Grant Agreement for the acquisition of tax forfeit lands associated with the St. Louis River, a city-wide Natural Resource Management and Protection Plan, and restoration of native plant communities; and

 

WHEREAS, the City of Duluth and St. Louis County have undertaken the collaborative Strategic Lands Realignment Project and additional time is needed to process the conveyance of the remaining parcels;

 

NOW, THEREFORE, BE IT RESOLVED, that the proper City officials are hereby authorized to amend the grant contract agreement with the US Environmental Protection Agency (City Contract No. C23954), substantially in the form attached hereto as Exhibit A, extending the term of the agreement to December 31, 2023.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to the grant contract agreement with the US Environmental Protection Agency (City Contract No. C23954) to extend the term of the agreement to December 31, 2023. Council approved the existing contract on August 17, 2020 via resolution 20-0607R. A one-year extension will provide the necessary time to process the conveyance of 800 tax-forfeit parcels from St. Louis County to the City as a component of the Strategic Lands Realignment Project, part of which involves land acquisition for the St. Louis River Natural Area.
