RESOLVED, that the proper city officials are hereby authorized to reprogram $23,628.03 from the 2020 HOME Investment Partnerships Program that was allocated to the Homeless Rental Assistance Program operated by the Duluth Housing and Redevelopment Authority for the 2023 HOME Investment Partnerships Program for Community Land Trust New Construction Program operated by One Roof Community Housing.

Statement of Purpose
STATEMENT OF PURPOSE: The HOME Investment Partnership Program (HOME) requires funds to be spent in a timely manner. During a review of the HOME funds, it was shown that there was $23,628.03 remaining in the Tenant Based Rental Assistance (TBRA) Contract from 2020 which is administered by the Duluth Housing Redevelopment Authority (HRA). HRA staff told city staff that these funds were not needed for the 2020 TBRA contract due to lack of affordable units and that the HRA was focusing on the 2021 TBRA contract.
