Statement of Purpose

STATEMENT OF PURPOSE:  During the 2023 application process for Emergency Solution Grant (ESG) funds which occurred in the fall of 2022, the amount of requests exceeded the estimated amount the City of Duluth expects to receive from Housing and Urban Development (HUD).  To help accommodate the difference between the agency requests and expected allocation from HUD, Safe Haven withdrew their $16,000 allocation in ESG funding for the 2022 Program Year so those funds could be reallocated to the 2023 Program Year. This reallocation between years allowed the community development committee to recommend $16,000 that would have been spent for the 2022 Safe Haven contract for other ESG programming in 2023. The community development committee approved of the reallocation of ESG funds at the December 6, 2022 meeting when they made the 2023 Program Years recommendations to city council.
