RESOLUTION PROVIDING AN ADDITIONAL $35,000 TO THE MINNEAPOLIS-DULUTH/SUPERIOR PASSENGER RAIL ALLIANCE TO BE USED FOR LEGISLATIVE EFFORTS IN ST. PAUL.

CITY PROPOSAL:
WHEREAS, an opportunity exists to access an $88 million state match that is needed to access more than $340 million in federal infrastructure dollars to complete the project; and
WHEREAS, the city wishes to partner with St. Louis County, the St. Louis and Lake Counties Regional Railroad Authority, Hennepin County, and the City of Minneapolis to increase efforts to get the proposed Norther Lights Express (NLX) project across the finish line in 2023.
RESOLVED, that the proper city officials are hereby authorized to provide an additional $35,000 to the Minneapolis-Duluth/Superior Passenger Rail Alliance to be used for legislative efforts in St. Paul, said amount to be payable from Tourism Tax Fund 258 unappropriated fund balance.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the city to provide an additional $35,000 to the Minneapolis-Duluth/Superior Passenger Rail Alliance to be used for legislative efforts in St. Paul. In December 2022, via resolution 22-1012R, the city council approved the budget and cost sharing formula for the NLX project and authorized payment of the city’s cost share in the amount of $20,000. This resolution authorizes an additional $35,000 to the NLX project to support legislative efforts in St. Paul.
