RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT A GRANT FROM AND EXECUTE A GRANT AGREEMENT WITH THE STATE OF MINNESOTA IN THE AMOUNT OF $380,488 FOR THREE FLIR GRIFFIN GAS CHROMATOGRAPH MASS SPECTROMETERS,  AND TO PURCHASE SAME EQUIPMENT FROM ULTIMATE SAFETY CONCEPTS IN THE AMOUNT OF $380,448, TO BE REIMBURSED BY THE STATE.

CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to accept a grant, substantially in the form of the attached Exhibit A, and execute a grant agreement for said grant with the State of Minnesota, Department of Public Safety, through the State Fire Marshal Division, in the amount of $380,488, said funds to be deposited in Fund No. 210-030-3191-4220-02 (Special Projects, Finance, Emergency Response Teams, State of Minnesota) for the purpose of reimbursing the City for the cost to purchase three FLIR Griffin G510 Gas Chromatograph Mass Spectrometers further described in the attached Exhibit B.

 

FURTHER RESOLVED, that the proper city officials are authorized to purchase said equipment in the amount of $380,448 from Ultimate Safety Concepts, payable from fund 210-030-3191-4220-02 (Special Projects, Finance, Emergency Response Teams, State of Minnesota).

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize accepting a grant, executing a grant agreement, and purchasing items identified in the grant from Ultimate Safety Concepts in the amount of $380,488 to be reimbursed by the State per said grant.  Items to be purchased are three FLIR Griffin G510 gas chromatograph mass spectrometers, further described in the attached Exhibit B.

 

The State has requested the City of Duluth purchase the equipment for the Hazardous Materials Team in order to be able to take advantage of the City’s tax exempt status. The State followed the Municipal Contracting Laws and procured competitive quotes.  Ultimate Safety Concepts was the low bidder.
