AN ORDINANCE AMENDING DULUTH CITY CODE SECTION 41-32 MODIFYING COUNCIL APPROVAL REQUIREMENTS FOR NON-COMPETITIVELY BID CONTRACTS.

CITY PROPOSAL:

The city of Duluth does ordain:

 

Section 1. That Duluth City Code Section 41-32 shall be amended as follows:

Sec.41-32. Contracts not subject to competitive bidding process.

The purchasing agent, with the approval of the chief administrative officer, is authorized to award contracts not subject to the competitive bidding process that involve an expenditure of $50,000 $40,000 or less.

Section 2. That this ordinance shall take effect 30 days after its passage and publication.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This ordinance increases the maximum cost of non-competitively bid contracts the City is authorized to spend without City Council approval from $40,000 to $50,000.  This amount was last increased from $25,000 to $40,000 on January 26, 2015 pursuant to Council ordinance no. 10348. This increase is designed to keep pace with inflation and reduce City staff and council workload.
