CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to execute an agreement with Barr Engineering Co. for engineering services for the Irving Park Bio-Filtration Basin Project in Irving Park, Duluth for an amount not to exceed $94,335, payable from 535-500-1905-5533, UtilB-2118 (stormwater, Public Works and Utilities, capital (incl deprec/debt svc), capital improvements-revenue, utility projects budgeted, Keene Creek GLSNRP Grant Project).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement for engineering and construction administration services with Barr Engineering Co. for the Irving Park Bio-Filtration Basin Project. This project entails the construction of stormwater treatment, utilizing green stormwater infrastructure, in Irving Park prior to discharge to Keene Creek Trout Stream and St. Louis River Estuary, for an amount not to exceed $94,335. City capital storm funds and federal grant funds, provided through a $121,000 grant award from the Great Lakes Commission, previously authorized by Resolution 22-0785R, will be used for this Engineering Project Number 2118. The City Purchasing Division issued a request for proposals for the project, and received three proposals as listed below. After evaluation and scoring, Barr Engineering Co. has been recommended for award of this project and their proposal is attached as Exhibit A.
