CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to execute a professional services agreement, substantially in the form of attached Exhibit A, with GoodPointe Technology, LLC. to perform a comprehensive road network survey for a total amount not to exceed $146,520.00, payable from fund 110-500-1920-5441, (general; Public Works and Utilities; street maintenance; other services & charges).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an agreement for a comprehensive road network survey with GoodPointe Technology, LLC. and City of Duluth, MN for an amount not to exceed $146,520.00. This is a budgeted expense that is operational in nature with the amount approved by council as part of Resolution 23-0758R on September 25, 2023, to assist with the Street Maintenance Snow Removal Study.

 

GoodPointe Technology, LLC is the provider of the City of Duluth’s Infrastructure Consultant (ICON) Pavement Management System software.  Task 1 of this agreement will analyze and update the current conditions of the City of Duluth’s road network.  Pavement conditions should be analyzed every three to five years, and this task has not been performed since 2018 and 2019 (half of the city was done in each of those years).  Task 2 will capture additional right of way elements like crosswalks, traffic legends and striping, and sidewalk and boulevard widths.  This georeferenced data will be utilized by the City’s GIS system. This information is critical in prioritizing street repair and maintenance, and will also be used for the Street Maintenance Snow Removal Study.
