RESOLUTION AUTHORIZING TRANSFER OF $3,900,000 TO THE HOUSING & REDEVELOPMENT AUTHORITY OF DULUTH, MINNESOTA, FOR AFFORDABLE HOUSING.

RESOLVED, that the proper city officials are hereby authorized to transfer $3,900,000 to the housing & redevelopment authority of Duluth, Minnesota (“HRA”), payable from fund 110-700-1450-5447 (General, Transfers and Other Functions, Transfers and Accruals, Payment to Other Government Agencies) to support affordable housing.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the transfer of $3,900,000 of ARPA funds allocated to affordable housing to HRA to be used for affordable housing purposes.
In 2021, the city identified ARPA eligible priorities which focused on affordable housing, economic development and community services in qualified census tract neighborhoods. In so doing, the city acknowledged the economic impacts of COVID-19 were more acute in lower-income neighborhoods. Affordable housing continues to be a demonstrated community need and investing in affordable housing enhances the quality of life of the city’s residence. Transfer of these funds to the HRA supports that investment and aligns with Imagine Duluth 2035.
Transferring these funds to HRA is also consistent with the investment goals and guidelines set by this council by Resolution 21-0515R in 2021.
