APPROVAL OF MINUTES  
City of Duluth Parking Services Manager Mark Bauer presented the March 2026  
Duluth Parking Commission meeting minutes for approval. Commissioner Robert  
Woods motioned that the minutes be approved. Commission Vice President  
Brandon Van Tassel seconded the motion, which was approved 5-0  
(Commissioner Antonio Davis had not yet arrived).  
PUBLIC COMMENTS  
There were no comments during the initial public comments period.  
ON-STREET ACCESSIBLE PARKING ZONE REQUESTS  
Mr. Bauer presented one on-street accessible parking zone request, for 204 South  
71st Avenue West. He stated that he had visited the site, communicated with the  
applicant, and consulted with the City of Duluth Commission on Disabilities. He  
stated that during his site visit, he noted that there was parking available behind  
the residence, off the alley, but that the distance and terrain presented a barrier  
for the applicant. Mr. Bauer stated that the resident requested that a mirrored  
accessible zone be installed on the opposite side of the street in addition to the  
primary zone. Commissioner Woods questioned whether the mirrored zone  
would be more useful than the off-alley parking, as it would need to be  
positioned further to the south due to avoid a driveway access point directly  
across the street from the primary zone. Mr. Bauer stated that he believed the  
mirrored zone would still be useful to the resident and added that there was very  
little demand from the neighboring properties for parking on the opposite side of  
the street. Commissioner Andrew Paszak motioned that the proposed zone be  
approved. Commissioner Jordon Johnson seconded the motion, which was  
approved 6-0.  
PROPOSAL TO PROHIBIT PARKING ON A PORTION OF NIAGARA  
STREET  
Mr. Bauer presented a proposal to prohibit parking on a portion of Niagara  
Street. He stated that the proposal had been generated by the City’s engineering  
division in relation to an upcoming bridge reconstruction project that involved  
State Aid funding. City Chief Transportation Engineer Duncan Schwensohn  
described the project, noting that the roadway would need to be narrowed as  
part of the project to a point that would not allow room for on-street parking. He  
and Mr. Bauer both noted that there was very little public demand for on-street  
parking in the area, due to off-street parking availability for the residents.  
Commissioner Van Tassel motioned that the proposal be approved.  
Commissioner Davis seconded the motion, which was approved 6-0.  
OFF-STREET PARKING UPDATE  
Mr. Bauer provided an update on off-street parking. He stated that the annual  
springtime cleanup of the ramps and lots was underway, which included striping,  
sweeping, and pressure-washing. He stated that plans were in process for  
annual parking facility repairs. Commission President Branden Robinson  
inquired into the City’s plans for public education on the differences between the  
on- and off- street payment systems. Mr. Bauer stated that the City and Interstate  
Parking Company have been promoting the parking operator’s InFlow  
proprietary system for off-street parking and the City’s Park Duluth system for all  
on-street parking and would continue to do so.  
ON-STREET PARKING UPDATE  
Mr. Bauer provided an update on on-street parking. He stated that installation of  
new payment signage for on-street parking, and the associated removal of the  
single-stall parking meters, was underway. He stated that stickers would be  
added to the signage which indicated the on-street fees, time limits, and legal  
language, as well as note the provision to allow up to four hours of parking for  
those displaying valid State-issued accessible parking credentials.  
PUBLIC COMMENTS FOLLOW-UP  
With the arrival of Commissioner Jordon Johnson, Commissioner Robinson  
suggested that all Commissioners introduce themselves, which they did.
