little demand from the neighboring properties for parking on the opposite side of
the street. Commissioner Andrew Paszak motioned that the proposed zone be
approved. Commissioner Jordon Johnson seconded the motion, which was
approved 6-0.
PROPOSAL TO PROHIBIT PARKING ON A PORTION OF NIAGARA
STREET
Mr. Bauer presented a proposal to prohibit parking on a portion of Niagara
Street. He stated that the proposal had been generated by the City’s engineering
division in relation to an upcoming bridge reconstruction project that involved
State Aid funding. City Chief Transportation Engineer Duncan Schwensohn
described the project, noting that the roadway would need to be narrowed as
part of the project to a point that would not allow room for on-street parking. He
and Mr. Bauer both noted that there was very little public demand for on-street
parking in the area, due to off-street parking availability for the residents.
Commissioner Van Tassel motioned that the proposal be approved.
Commissioner Davis seconded the motion, which was approved 6-0.
OFF-STREET PARKING UPDATE
Mr. Bauer provided an update on off-street parking. He stated that the annual
springtime cleanup of the ramps and lots was underway, which included striping,
sweeping, and pressure-washing. He stated that plans were in process for
annual parking facility repairs. Commission President Branden Robinson
inquired into the City’s plans for public education on the differences between the
on- and off- street payment systems. Mr. Bauer stated that the City and Interstate
Parking Company have been promoting the parking operator’s InFlow
proprietary system for off-street parking and the City’s Park Duluth system for all
on-street parking and would continue to do so.
ON-STREET PARKING UPDATE
Mr. Bauer provided an update on on-street parking. He stated that installation of
new payment signage for on-street parking, and the associated removal of the
single-stall parking meters, was underway. He stated that stickers would be
added to the signage which indicated the on-street fees, time limits, and legal
language, as well as note the provision to allow up to four hours of parking for
those displaying valid State-issued accessible parking credentials.
