APPROVAL OF MINUTES  
City of Duluth Parking Services Manager Mark Bauer presented the February  
2026 Duluth Parking Commission meeting minutes for approval. Commissioner  
Robert Woods motioned that the minutes be approved. Commission Vice  
President Brandon Van Tassel seconded the motion, which was approved 5-0.  
PUBLIC COMMENTS  
There were no comments during the initial public comments period.  
ON-STREET ACCESSIBLE PARKING ZONE SIGNAGE REQUESTS  
Mr. Bauer presented two on-street accessible parking zone requests. He stated  
that he had visited both sites, communicated with the applicants, and presented  
both to the City of Duluth Commission on Disabilities. Commissioner Woods  
motioned that the first, for 2426 East 4th Street, be approved. Commissioner  
Andrew Paszak seconded the motion, which was approved 5-0. Commissioner  
Van Tassel motioned that the second, for 514 East 8th Street, be approved.  
Commissioner Mike Mayou seconded the motion, which was approved 5-0.  
PROPOSAL TO CREATE A NEW 10-MINUTE DROP-OFF ZONE ON  
2ND AVENUE WEST  
Mr. Bauer presented a proposal to create a new 10-minute drop-off zone on 2nd  
Avenue West, on the east side of the roadway between 1st and 2nd Streets. He  
stated that the zone, which would be adjacent to Brightwater Health, would  
serve the pick-up and drop-off needs related to that organization, as well as  
those of other area stakeholders. He stated that the zone was currently  
unregulated and often abused. Commissioner Mayou inquired into the needs of  
the building across the avenue from Brightwater. Commissioner Paszak and Mr.  
Bauer stated that this was a mixed-use building that had a service organization  
component and that they would also be able to utilize the new zone.  
Commissioner Woods motioned that the proposed new zone be approved.  
Commissioner Mayou seconded the motion, which was approved 4-0  
(Commissioner Paszak abstaining).  
OFF-STREET PARKING UPDATE  
Interstate Parking Company Assistant Duluth Operations Manager Isaiah Helmin  
provided an update on off-street parking operations. He stated that demand at  
Lakeside Ramp remained very strong and that the City and Essentia were  
working on solutions that would help in ensuring stalls were regularly available  
for patients parking at the facility. Mr. Bauer stated that the City’s agreement  
with the new Lakeview 333 development for parking at Lakeside Ramp had been  
approved by Council and that preparations for occupancy were ongoing. Mr.  
Helmin stated that seasonal planning for parking facility cleaning and restriping  
was in progress. He added that he was gathering updated quotes for fencing of  
areas that featured gaps in the secure perimeters of two locations and would  
provide those to the City.  
ON-STREET PARKING UPDATE  
Mr. Bauer provided an update on on-street parking. He stated that signage had  
been received for the new on-street parking payment methods transition and that  
plans to remove the old single-stall meters and install the signage were  
underway. Commissioner Woods inquired whether on-street parking time limit  
notification would be included on the new signage. Mr. Bauer stated that the  
signage did not currently include that language but that all of the new virtual  
on-street payment methods did include this. Commission President Branden  
Robinson inquired whether new on-street parking zones could be added in the  
future. Mr. Bauer stated that parking zones could be adjusted as needed.  
Commissioner Mayou suggested that the City add online illustrations of the  
on-street parking zones for the public to view. Mr. Bauer stated that the  
suggestion would be considered.  
PUBLIC COMMENTS FOLLOW-UP  
Commissioner Woods inquired whether the Parking Services Division would be  
providing the Commission with an updated proposal to adjust parking fees in  
Canal Park public lots to year-round enforcement. Mr. Bauer stated that it was  
likely that such a proposal would be brought to the Commission during the  
summer.
