APPROVAL OF MINUTES  
City of Duluth Parking Services Manager Mark Bauer presented the June 2026  
Duluth Parking Commission meeting minutes for approval. Commissioner Robert  
Woods motioned that the minutes be approved. Commissioner Andrew Paszak  
seconded the motion, which was approved 5-0.  
PUBLIC COMMENTS  
Vibrant Streets Duluth Events and Outreach Committee Chair Hadrian  
DeMaioribus read a statement in support of the 4th Street Redevelopment Plan  
proposed by City of Duluth Senior Engineer Alex Popp in the June 2026 Parking  
Commission meeting.  
ON-STREET ACCESSIBLE PARKING ZONE REQUESTS  
Mr. Bauer presented two on-street accessible parking zone requests. He stated  
that he had researched both requests, performed site visits, and consulted with  
the City Commission on Disabilities. He stated that he recommended approval of  
both requests. Commissioner Woods motioned that the proposal for 6209 Raleigh  
Street be approved. Commissioner Mike Mayou seconded the motion, which was  
approved 5-0. Commissioner Paszak motioned that the request for 5818 Elinor  
Street be approved. Commissioner Woods seconded the motion, which was  
approved 5-0.  
OFF-STREET PARKING UPDATE  
Mr. Bauer stated that planning was still in progress regarding annual parking  
facility structural maintenance. He stated that the Library/Depot facility had  
developed at least two significant leaks and that repairs were in progress.  
Interstate Parking Company Assistant Duluth Area Manager Isaiah Helmin  
provided an update on off-street parking operations. He stated that the recent  
Sidewalk Days event had generated strong off-street parking usage. He noted an  
increase in vandalism incidents at certain locations and described the  
operational adjustments to address this. Mr. Bauer stated that he would provide  
an updated report in the following meeting regarding security incidents and calls  
for service at the facilities.  
ON-STREET PARKING UPDATE  
Mr. Bauer provided an update on on-street parking. He stated that there had  
been a large amount of vandalism of City parking signage and that plans were in  
progress to replace the signage with more robust versions of it. Commissioner  
Jordon Johnson inquired into the on-street time limits and whether they could be  
lengthened. Mr. Bauer stated that the limits had been lengthened from 80 to 90  
minutes in most areas in early 2026 to align with the implemented rate structure.  
He stated that he did not recommend lengthening the limits further, noting that  
the City’s overarching goal was to better encourage off-street parking usage for  
stays longer than 90 minutes. Mr. Bauer stated that on-street parking was  
primarily meant for shorter stays and for those with accessibility challenges.  
Commissioner Woods noted that the on-street Park Duluth application would  
“lock out” payments beyond the time limit for vehicles moving locations within  
each zone. Mr. Bauer stated that the lockout period was designed to prevent  
time limit abuse but reasonably allow for such relocations. Commission  
President Branden Robinson inquired whether zone boundaries could be  
changed. Mr. Bauer stated that this was, indeed, possible.
