City Council: The Charter Commission can propose the amendment to city council and they could adopt with a 9-0 vote.

 

Ballot question held in November 2027: The change to even year elections would go into effect after the 2027 election, and we can hold an municipal election in 2028.

                Alt 1: Extend 2025 and 2027 terms to 5 years. Meaning no councilors on 2028 ballot. 2030 would be first even year election for councilors. School district elections may be held in 2028.

                Alt 2: Reduce 2025 and 2027 terms to 3 years. Meaning 2025 councilor slots would be on 2028 ballot and 2027 councilor slots and mayor would be on 2030 ballot.

                Alt 3: Extend council members elected in 2025 and 2027 to 5 years. And reduce mayor elected in 2027 to 3 years. (This split is what St. Paul did when they changed to even years.)
