RESOLUTION ESTABLISHING THE CITY OF DULUTH’S 2026 LEGISLATIVE PRIORITIES.

CITY PROPOSAL:

                     WHEREAS, the city council finds as follows:

                     (a)                     The city desires to establish its legislative priorities for 2026;

                     (b)                     The city has devoted meeting time and discussion to the city legislative priorities; and

                     (c)                     The city supports the following top legislative priorities.

THEREFORE, BE IT RESOLVED, that the city of Duluth’s top legislative priorities for 2026 are:

                     (a)                     Funding to cover costs to rehabilitate Lot D in Duluth’s bayfront area to enable new economic development and housing opportunities on the site. Costs include seawall repairs, demolition of existing infrastructure, utilities and other site preparation;

                     (b)                     Expansion of eligible expenses under Duluth’s Regional Exchange District and additional funding for the District to catalyze a new residential downtown neighborhood;

                     (c)                     Funding of Lakewood Water Treatment Plant repairs to the roof and other building components and rehabilitation of the granular filtration system used to treat and ensure safe drinking water for the Duluth metro area, including Duluth, Proctor, Hermantown and Rice Lake; and

                     (d)                     Funding for capital improvements to the Lake Superior Zoo.

STATEMENT OF PURPOSE: This resolution sets out the city of Duluth’s legislative priorities for the 2026 Minnesota legislative session.
